The court

Shenzhen Qianhai Cooperation Zone People’s Court(Qianhai Court) is a comprehensive judicial reform demonstration court that was established by the Supreme People’s Court on Dec. 2, 2014. Hu Chunhua, Vice-Premier of the State Council, member of the Political Bureau of the CPC Central Committee and the then Secretary of the CPC Guangdong Provincial Committee, and Zhou Qiang, Party secretary and president of the Supreme People’s Court unveiled the nameplate of the court.

Hu said that he hopes the Qianhai Court can achieve a series of judicial innovations and secure justice.

Zhou said that the establishment of the Qianhai Court would bring great effect on the construction of the country’s law system and a country that is operated under the rule of law.

The Qianhai Court strives to provide examples for national judicial innovation and become a lead among China’s courts and a world-class institution. It will adopt a global vision and take advantages of its brand-new institutional structure to make systematic, forward-looking and replicable practices.

Basic information
The court now has 195 employees, among them 98 are legal professionals. Currently, it has 39 judges, including one president and two vice presidents and 36 presiding judge. All  judges except the president and vice presidents are selected among applicants.

The court aims to build an efficient administrative system and a team that has a clear division of judicial authority and executive authority.

It will maintain the independence of judicial authority and reinforce the administration and supervision of judicial process. It has set up an assessment system for trials and a system for responsibility investigation.

To improve the quality and efficiency of trials, the court emphasize on the well-preparation of pre-trials, a good panel discussion and thorough cross-examination and authentication.

The court also seeks for efficient document serving and ascertainment and application of other laws. It has set up a prevention system for the abuse of litigious rights. 


The court has haired Hong Kong jurors (people’s assessors) to help with related trials.

To improve the judicial credibility, the court has formed a professional elite team and continues to make amendment to secure employees’ career and perfect the assessment system. It also builds platforms to connect the international society and meditation institutions, and understand the needs of the market.

Goal
The court will build a first-class court that is recognized by the international community. It will continue to carry out comprehensive judicial reform and offer examples to others. It will help to build a business-friendly environment and protect fairness and justice.

Jurisdiction 
The court has jurisdiction over all Shenzhen’s commercial cases that involve foreign, Hong Kong, Macao or Taiwan parties.

The court has jurisdiction over all the first-instance civil and commercial cases within the jurisdiction of Qianhai Shenzhen – Hong Kong Modern Service Industry Cooperation Zone. It also has jurisdiction over all first-instance foreign, Hong Kong, Macao and Taiwan-related commercial cases within the jurisdiction of Shenzhen. The highest amount of the case is 50 million yuan.

Besides, the court has jurisdiction over general intellectual property cases in Qianhai and Shekou Pilot Free Trade Area.

The court has jurisdiction over the general intellectual property civil cases except patent, new varieties of plants, layout designs of integrated circuit, tech-secret, computer software, related trademark cognizance dispute cases and monopolistic dispute cases that happened in Qianhai and Shekou Pilot Free Trade Area as a court of first instance.

The court has jurisdiction over the general intellectual property civil cases involving less than 5 million yuan or is between 5 million yuan and 10 million yuan, and all the parties’ residences are located in Shenzhen as a court of first instance.
